The Bells of Remembrance Project conceived by Franciscan Rev. David W. Schlatter, a Wilmington, Del., fire chaplain, as a memorial project to honor friend and mentor Father Mychal Judge chaplain of the New York City Fire Department and the first recorded victim of the Sept. 11, 2001, attacks. It has evolved into a memorial for all 9/11 victims.
